According to our sources, the US-Russian Adoption Agreement may not be finalized until the end of the year. A major point of contention is the Russian desire for a central body to monitor and oversee post placement reports.
Private and agency adoptions are continuing in Russia. We are working in Russia, Ukraine, Azerbaijan, and Uzbekistan. We are optimistic about the situation in Kazakhstan.
